My boyfriend likes phone sex. Since we are miles apart, he says this is healthy for frustration. Is this normal?

I dislike the word normal because whether or not most people do or don't do something doesn't make it right or wrong. Now most people don't have long-distance relationships, but the two of you love each other and live far apart, so what choice do you have? Long-distance relationships are sexually frustrating. You get excited thinking about the other person and they're not there and you might not be seeing them for weeks or months. You could each masturbate separately, or you could have phone sex and masturbate together while on the phone. That's not the same as making love, but since it's the next best thing, I see nothing wrong with it. And if you don't really like to masturbate, this is one instance where you could very easily fake it. So don't worry whether all your friends are having phone sex or not. If it's the right thing for you, then go ahead. If you can't stand the thought of it, then don't do it.
